Until October 31, in Lombardy, the 2025 incentives for the purchase of electric mopeds and motorcycles will be available. The total value of the ecobonus is 2 million euros. The announcement also includes incentives for cars and e-cargo bikes.
The Lombardy Region has made available a total of 23 million euros for citizens who intend to replace a polluting vehicle with one with a low environmental impact. The call includes incentives for electric cars, motorcycles or mopeds and electric cargo bikes.
The call is structured on three lines of financing:
Line A – Cars – encourages the replacement of polluting vehicles with zero or very low emission cars newly registered or registered after 1 January 2024, registered to a vehicle manufacturer or a seller/dealer (call code on Bandi e Servizi RLT12025044583) – Fund: €20.738.052,45
Line B – Motorcycles and E-Cargo bikes – encourages the purchase of newly registered motorcycles or mopeds that are exclusively electric powered (cat. L) or e-cargo bikes (pedal-assisted bicycles for the transport of goods and people) (call code on Bandi e Servizi RLT12025044584) – Fund: €2.000.000,00
Line C – demolition incentive – encourages the demolition of a car belonging to the petrol/methane/LPG emission class up to and including Euro 1 or diesel up to and including Euro 4 (call code on Bandi e Servizi RLT12025044585) – Fund: €500.000,00
With regard to the Line B – Motorcycles and E-Cargo bikes, the incentive to purchase electric motorcycles or mopeds and e-cargo-bikes varies from 1.000 euros to 4.000 euros. The motorcycles or mopeds must be exclusively electric powered (cat. L), newly registered and the simultaneous deregistration of a polluting vehicle, even a car, is required.
To obtain the contribution for the purchase of a motorcycle or moped, it is mandatory to deregister for demolition a motorcycle/moped of category L of environmental class up to and including Euro 2 or a passenger car of category M1 (petrol/LPG/methane up to and including Euro 2 or diesel up to and including Euro 5).
This requirement is optional for e-cargo bikes.

The beneficiaries are only citizens residing in Lombardy (only natural persons). Only one application for a contribution can be submitted and residency in a Municipality of the Lombardy Region must be held at the time of submitting the application for the contribution.
How to access the 2025 incentives for electric motorcycles and scooters of the Lombardy Region
To access the incentive of the Lombardy Region Fund B, the citizen must submit the application (not the dealer who sold the vehicle). The application for participation must be submitted exclusively online on “Calls and Services” platform of the Lombardy Region by 12:00 on 31/10/2025, unless resources are exhausted early.
After the purchase, the citizen must proceed with the reporting by attaching the invoice that must have an issue date equal to or later than the date of submission of the application. The beneficiary receives the regional contribution on the IBAN communicated, after a positive investigation.
These are the seven categories relating to electric vehicles:
- L1: electric or endothermic two-wheeled vehicles up to 45 km/h
- L2: three-wheeled vehicles up to 45 km/h
- L3: vehicles with a displacement greater than 50 cc and/or a speed greater than 45 km/h
- L4: three asymmetric wheels (sidecar) with a displacement of over 50cc and a speed of over 45 km/h
- L5: three symmetrical wheels with a displacement of over 50cc and a speed of over 45 km/h
- L6: light quadricycles with a speed less than or equal to 45 km/h and an unladen mass less than or equal to 350 kg excluding the mass of batteries for electric vehicles
- L7: quadricycles other than light quadricycles (4-wheeled) with an unladen mass of less than or equal to 400 kg (550 kg for vehicles intended for the transport of goods) excluding the mass of batteries for electric vehicles and maximum net power of less than 15 kW
